Primavera recognizes that social and economic justice is the key to addressing the root causes of poverty and homelessness. Achieving this justice requires systemic change, which can be defined as a shift in societal values with a subsequent follow-up into action. The advocacy team at Primavera is dedicated to identifying advocacy needs and finding new approaches for these issues.  Through constant advocacy and education we continue to take steps toward empowering people to influence change.

Advocacy efforts on local and statewide issues that directly impact marginalized citizens are an ongoing Board, Volunteer and Staff activity. In 2003 Primavera successfully partnered with another local nonprofit agency to defend the state day labor legislation that was signed into law in 2000. This protects Arizona's day labor workers' right to minimum wage earnings and it prohibits labor companies from charging check-cashing fees. Arizona law states that day laborers cannot be charged money for check-cashing, transportation, or equipment such that it brings their wages below the federal minimum wage of $5.15 an hour.  Just this year, the state funding for homeless programming was increased through the efforts of Primavera and other agencies in Arizona dedicated to ending homelessness in this state.

Education is an essential strategy in the creation of long-term social change. Primavera offers education classes to make people aware of predatory lending practices and the questions that should be asked before signing loan agreements.  Community forums, begining in 2008, will address issues of prisoner re-entry in Pima and Maricopa counties.  In addition to classroom and individual instruction, Primavera continues to educate supporters and volunteers through our quarterly newsletter encouraging people to get involved, understand the issues and be informed voters.
